Note: Ein zentrales Instrument der Helmholtz-Gemeinschaft zum Erreichen ihrer strategischen Ziele und zur Umsetzung der Prinzipien, denen sie sich im Zuge des Pakts für Forschung und Innovation verpflichtet hat, ist der Impuls- und Vernetzungsfonds. Der Fonds ermöglicht es, schnell und flexibel zu reagieren und Impulse dort zu setzen, wo strategische Ziele rasch erreicht werden sollen. Im Einklang mit den Zielen des Pakts für Forschung und Innovation ist auch hier die wettbewerbsorientierte Vergabe der Fördermittel das Grundprinzip. Die Aufstockung der jährlich zu vergebenden Summe von 20 Millionen € im Jahr 2003 auf nunmehr 80,7 Millionen € im Jahr 2014 stärkt die Durchschlagskraft des Impulsfonds als strategisches Instrument.
