      abstract     = {Manufacturing companies face dynamic conditions, rapid
                      innovation, and global competition, intensifying the need
                      for innovation within tight time and cost constraints. This
                      necessitates a focus on project-based product development,
                      where project success significantly impacts overall company
                      success. However, many projects in industrial practice fail
                      to meet their time and budget targets. This thesis aims to
                      develop a methodology using optimization techniques to
                      enhance resource allocation in multi-project environments,
                      thereby improving project goal attainment. The research
                      consists of five sub-models, describing the objective
                      function, optimization constraints, and the optimization
                      process itself. Initially, the objective function is
                      formulated as a cost function comprising resource and delay
                      costs. Subsequently, personnel resources are characterized
                      by individual competency profiles. Projects and their
                      activities are then modelled in the third step. This is
                      followed by the determination of relationships between the
                      competencies of personnel resources and the competency
                      requirements of project activities. This enables the
                      calculation of individual competency-dependent processing
                      times for each combination of personnel resource and
                      specific project activity. Finally, an optimization problem
                      is formulated using the objective function, modeled
                      resources and activities, providing decision support for
                      resource allocation and enhancing project goal achievement
                      in multi-project environments.},
